Project description

Shell Chemicals Limited in May 2010 announced the completion of its wholly owned integrated petrochemical facility on Jurong Island in Singapore. The Shell Eastern Petrochemicals Complex (SEPC) comprises a new world-scale ethylene cracker and one of the world's largest mono-ethylene-glycol (MEG) plants.

The 800,000-tonne-per-annum ethylene cracker, which started up in March 2010, was built at Shell's Bukom Refinery on nearby Bukom Island. Bukom Island also houses a new 155,000-t/a butadiene extraction unit. The 750,000-t/a MEG plant began production in November 2009 and is located on Jurong Island, which is linked to Bukom via undersea pipelines. The plant uses Shell's proprietary OMEGA process for ethylene oxide/MEG conversion. A new ethylene jetty and cryogenic terminal facilitate the import and export of ethylene.

Shell Chemicals has stated that the MEG plant would achieve the highest commercially available yield from ethylene to glycol. Also, the facility was designed to do so while using much less water than conventional technology and creating virtually no by-products.

Construction on the project, Shell's largest petrochemicals investment to date and its second world-scale petchem project in Asia, began in October 2006.

Shell pointed out that the completion of the project reinforces its plan to remain a leading player in the growing Asian petrochemicals market.
