The National Energy Board (NEB) has determined the locations for the Enbridge Pipelines Inc. (Enbridge) hearing into the proposed Alberta Clipper Expansion Project (Alberta Clipper) that will begin in November.

The hearing will begin on Nov. 5 2007 in the NEB Hearing Room in Calgary. It will then move to Saskatoon on November 14, Regina on November 19 and conclude back in Calgary on November 26.

The Manitoba Pipeline Landowners Association (MPLA) and the Saskatchewan Association of Pipeline Landowners (SAPL) notified the NEB that they have resolved their issues on this project and reached a settlement agreement with Enbridge. The MPLA and SAPL are withdrawing from the hearing process as intervenors and have asked that their previously filed evidence be treated as a letter of comment on the record.

The proposed Alberta Clipper project is a new 1,607-km oil pipeline from Hardisty, Alberta to Superior, Wisconsin. The Canadian portion of the project would involve the construction and operation of facilities including approximately 1,074 km of new 914 mm outside diameter (36-inch) oil pipeline between Enbridge's Hardisty Terminal and the Canada - United States border near Gretna, Manitoba. The pipeline would have an initial capacity of 71,500 m3 (450,000 barrels per day). The estimated cost of the project is expected to be $2 billion with construction to be completed by the end of December 2009.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
