Jacobs Engineering Group Inc. has received a contract from Indian Oil Corp Limited (IOCL) to provide project management and engineering, procurement, and construction management services for a 2.2 million tons per annum diesel hydro treatment (DHDT) project to be located at IOCL's Gujarat Refinery in the state of Gujarat, India.
The DHDT project has a total investment cost of approximately $200 million and is scheduled to be completed in 3 years. The project will enable the refinery to produce diesel conforming to the latest European Union norms. IOCL selected AXENS as licensor for the plant.
Jacobs will perform project management and provide residual process design, detailed engineering, procurement, construction management, and startup and commissioning support. The work will be entirely managed and executed by Jacobs' office in Mumbai, India.
With annual gross turn over of more than US $51 billion, IOCL is India's largest petroleum refiner and marketer and it is ranked 135 in Fortune's 2007 listing of "Global 500" companies. IOCL owns and operates ten refineries in India with a total capacity of over 1.2 million barrels per stream day. These include two refineries with their subsidiary Chennai Petroleum Corporation Limited and one with Bongaigaon Refinery and Petrochemicals. IOCL is currently implementing projects worth more than US $10 billion apart from various other initiatives like vertical integration, diversification into natural gas business and globalization of its marketing operations.
In making the announcement, Jacobs Group Vice President Walt Barber said, "We are excited to work with IOCL on this very challenging clean fuels project, which continues our nearly decade-long relationship. This is our largest undertaking for IOCL and is in addition to three projects we are currently executing for them. We are committed to delivering a state-of-the-art facility that will produce high-value returns."
