Russian President Vladimir Putin set the task for the government to manage efficiently probable risks of the crisis and envisage a possible budget adjustment in case of a lower oil price.

"The efficient system to manage the risks should be formed to provide for the forecasting and prevention of critical situations and a rapid response to them," the president said in the Budget Address.

"It is not sufficient to react to the already emerged crisis. We should learn to forecast and prevent it. For this purpose, the constant monitoring of systemic risks, the drafting and fulfilment of the measures for their prevention and smoothing out should be provided," the president said in the Budget Address.

"When developing a draft federal budget for 2013 and the planned period of 2014-2015 the Russian government should take into account the probability of an unfavourable development of the foreign economic situation for Russia," the president warned. "It is necessary to envisage within the budget parameters set according to the budget rules the mechanisms of a possible redistribution of resources for fulfilling additional measures to support various economic industries, the labour market, the industries of the social sphere and the social security of people," Putin pointed out.

Putin noted that "the mechanisms and instruments of the anti-crisis state policy should be developed in advance." "In case of a sharp fall of the oil price on the world market and a worse economic situation the variants of a possible adjustment of the budget parameters should be developed in advance," the president remarked.
